Job summary

You will serve as a HOUSING MANAGER in the UH and FH Community Support Programs Department of NAVAL AIR WEAPONS STATION CHINA LAKE. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Major duties

You will perform management duties (e.g., organization, developing housing methods, funds management, determining staffing needs, and equipment) to achieve efficiency, continuity, and economy of housing operations. You will manage all expenditures to ensure that regulatory requirements are observed and met. You will act as point of contact for the Property Manager to ensure good coordination on issues affecting the installation, residence and public-private venture (PPV) partner. You will provide technical guidance; identify training needs; interview and select candidates for vacancies; recommend promotions; approve leave; recommend awards and resolve disciplinary issues. You will coordinate with community organizations (e.g., city councils, police, fire departments, animal control, schools) affecting off-base housing to promote effective working relationships. You will conduct joint tenant-management inspection of quarters to evaluate the cleanliness and habitability of the housing units.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing management and technical oversight of the installation Family Housing Services functions for Public Private Venture (PPV) property management functions; 2) Using surveys and inspections to evaluate current issues, trends, and conditions to solve problems in order to develop and implement short-range and long-range plans for construction, maintenance, and occupancy goals for Unaccompanied Housing and Public Private Venture (PPV) programs; 3) Determining requirements and managing all resources used in support of assigned housing facilities and infrastructure, including facilities, funds, supplies, and equipment;4) Ensuring regulatory compliance by applying knowledge of current community laws, guidelines, and procedures to Federal, Department of Defense, and Department of Navy policy framework to promote resident safety and advocate for service members and their families; and 5) Performing supervisory duties such as managing, organizing, directing, providing technical leadership and guidance, assigning and prioritizing work, position management, evaluating work performance of subordinates and resolving disciplinary issues for contractors, non-appropriated fund employees, and military members. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or Possession of an LL.M., if related or A combination of experience and graduate education as described above that equates to one year of experience A transcript must be submitted with your application if qualifying using education.
