Major duties
****Duties may vary depending on grade level**** Directs and supervises the administration, occupancy, and termination of all permanent party housing, including accompanied and unaccompanied personnel for small to medium installation programs with a moderately complex housing assignment. Manages the off-base housing referral program through locally-established policies and procedures and liaison with civil authorities and property owners/managers Directs and controls funding for Accompanied and Unaccompanied Housing budgets Performs and participates in periodic or unscheduled studies, surveys, reviews, audits, inquiries and inspections; evaluates results; and recommends necessary actions for needed improvements
Qualification
Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years. Spouses must accompany sponsor on PCS orders, be in the local commuting area, and currently reside with the sponsor. This authority allows military spouses to be hired for positions on a temporary basis, while maintaining their military spouse preference entitlements to seek permanent job opportunities. Specialized Experience: GS-05: Applicants must have at least one year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures. OR Education: Successfully completed 4 years above high school. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-07: Applicants must have at least one year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures. OR Education: Successfully completed 2 full years of progressively higher-level graduate or master's degree that is directly related to the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures OR EDUCATION: Successfully completed at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position. NOTE: You must submit a copy of your transcripts with your application OR COMBINATION OF EXPERIENCE AND EDUCATION: combination of specialized experience and education as described above. NOTE: You must submit copies of your official transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application. GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures. GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Federal, DoD, HQ USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures. 2. Knowledge of appropriated fund budget system sufficient to justify budget submissions, and contracting provisions sufficient to ensure proper negotiations or commitment of government funds. 3. Skill in analyzing, interpreting, and applying a wide variety of policy and procedures. 4. Skill in conducting regular or periodic audits or studies, and evaluating results to assess accomplishment of program requirements. 5. Skill in effective oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
