Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Team Leader for ten or more employees in accomplishing trades and labor work, within the Directorate of Public Works, Operations and Maintenance Division, Buildings and Grounds Branch.
Major duties
Serves as Team Leader for ten or more employees in accomplishing trades and labor work. Passes on to other workers instructions received from supervisor and starts work (e.g. by assigning the immediate tasks to be performed by individual members of the group led.). Ensures that needed plans, blueprints, materials, and tools are available and that needed stock is obtained from supply locations. Sees to it that there is enough work to keep everyone in work crew busy. Inspect ISO containers. Climbs ladders, scaffolds, and work from platforms. May work in cramped and awkward positions, reaches, bends, lifts while using tools, parts, and/or equipment.
Qualification

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a General Maintenance And Operations Leader ~ without more than normal supervision. SPECIALIZED EXPERIENCE: I have demonstrated superior ability to lead a team of maintenance personnel. My resume reflects current or past experience and/or training performing tasks which demonstrates that I have: superior ability to exercise full supervisory responsibility for control over work operations to include, planning the use of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis. Assign work and provide technical direction. Projects were complex and often changing, making the need to update the planning of workers and equipment on a constant basis. Experience includes identifying potential problems within projects and making the necessary changes whether it be in personnel or equipment, to avoid the problems all together. This experience also included verifying the quality of work done during and after a project has been completed. Typical work that is being validated includes, but is not limited to, work from the following journeyman disciplines: Maintenance Mechanic, Locksmith, Electrician, Pipefitter/Welder, Sheet Metal Mechanic, Plumber, Painter, General Maintenance and Repair Leader, Sign Painter Inspector, High Voltage Electrician, Material Handler (MVO), Tools and Parts Attendant, Carpenter, Painter. Develops internal operating procedures to be followed by subordinate leader and mechanics to assure effective control and direction to complete work projects. Implement, manage, and monitor engineering lifecycle activities (e.g., planning, design, construction, facility and infrastructure management, operability, preventative maintenance, and/or sustainability), to meet customer/stakeholder requirements. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Lifts objects from moderate to heavy weights. (Maximum weight of 50 lbs, anything over 50 lbs will have assistance.) Climbs ladders, scaffolds, and work from platforms. May work in cramped and awkward positions, reaches, bends, lifts while using tools, parts, and/or equipment. WORKING CONDITIONS Work inside and outside in a variety of weather conditions. Subject to exposure to dust and dirt, grease, fumes, noise, etc. Workers are also subject to cuts, burns, bruises, electrical shocks, etc. Safety equipment is provided to minimize hazards.
