Job summary

Major duties
Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-9 will be developmental in nature Provides requirements analysis, development, evaluation, and maintenance of plans and programs to meet Government objectives in the area of the Defense Civilian Pay System (DCPS) for all Government employees. Identifies requirements and monitors the development of methods for the achievement of assigned systems interface or integration with other financial and non-financial systems. Provides functional interpretation and has continuing responsibility of ensuring major system efforts are proceeding according to user needs and the dictates of selected development methodologies. Predicts the effects of proposed changes and makes recommendations of a far-reaching nature to minimize overall system impact. Develops specifications and conditions for the functional testing of subsystems and systems.
Qualification
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for the GS-09 level or GS-09 for the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for the GS-09 level is defined as: providing system management, functional analysis of system requirements, and system support services for an accounting or finance organization; and providing analysis, development, evaluation and maintenance of plans and programs in the area of the Defense Civilian Pay System (DCPS). Specialized experience for the GS-11 level is defined as: analyzing and evaluating complex reports and data from financial systems to identify issues and discrepancies; researching and interpreting applicable regulations, laws, or statutes to provide substantive recommendations regarding the Defense Civilian Pay System; developing accurate problem assessments and providing workable recommendations and solutions. Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-09 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
