Job summary
Who may apply: Current, permanent DFAS employees in the local commuting area in the competitive service, current DFAS VRA employees in the local commuting area, and eligible DoD PPP Military Spouse preference applicants.
Major duties
Plans, coordinates, and performs reviews, special studies, staff projects, and selective internal exams of processing and payment services provided by DFAS-IN to commercial carriers or vendors on behalf of the military services and DOD agencies. Reviews and studies staff projects involving accounting, disbursing, examinations, audit and recovery systems related to the payment of transportation bills. Finds problems such as poor document flow and control, under-utilization of resources, inadequate processes, operating deficiencies or potential compromises to the integrity of the payment process. Uses a variety of accepted management review/analysis techniques (e.g., interviews, observation, statistical sampling, analysis and evaluation) to determine the source of operating problems and service deficiencies. Attends and participates in meetings with the staff of transportation operating divisions and offices to resolve policy and procedures issues, improve internal controls or recommend better utilization of resources. Duties will be developmental in nature when the position is filled below the full performance level.
Qualification
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized experience is defined as: conducting projects, reviews, and studies of financial and accounting operations within transportation pay. Collecting data and identifying issues and/or discrepancies within all functional areas and/or with all processes of transportation payment operations. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position is required. GS-09 Specialized experience is defined as: researching and interpreting financial regulations, policies and laws related to transportation claims processing; analyzing and evaluating reports and data from transportation pay systems to identify issues and discrepancies in financial data; and inputting financial entitlements into an automated transportation pay system. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE: One full year of graduate level education or a bachelor's degree with Superior Academic Achievement (a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society) may be substituted to meet the specialized experience requirement. SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
