About Defense Media Activity
The position is being filled under Direct Hire Authority for Certain Personnel of the Department of Defense. Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, “Direct Hire Authority for Certain Personnel of the Department of Defense,” June 23, 2023. This position is located in the Defense Media Activity (DMA), a Department of Defense Field Activity reporting to the Assistant to the Secretary of Defense (Public Affairs) (ATSD (PA)). The DMA is a worldwide media organization charged with informing Department of Defense (DoD) audiences, managing the Department’s visual information records, training the Department’s public affairs and visual information workforce and providing broadcast radio and television to DoD personnel overseas operating from multiple locations in the United States and overseas, including deployed combat and contingency forces worldwide.
Job summary
The Area of Consideration for this vacancy announcement is US Citizens and legal US residents in the local commuting area. Legal US residents must possess a social security number and be citizens of a NATO country, except for the host country of Germany. This position is located at Stars and Stripes European Headquarters, Kaiserslautern, Germany.
Major duties
Performs financial management duties for assigned activities by designing, establishing and maintaining the administration of an integrated financial management system. Reviews and interprets budget guidance and develops instruction based on new guidance. Evaluates and prepares financial reports for presentation to the fund manager, the commander, and/or higher headquarters. Reviews consolidated financial reports of assigned operations to include budget variance analyses, CPMC execution, and cash flow. Performs reviews and analyses of financial operations to evaluate performance. Oversees the development of systems for recording, classifying, and summarizing various financial information. Reviews and interprets budget guidance and develops instruction based on new guidance. Responsible for the overall operations of automation software as it relates to accounting processes to ensure parity of procedures throughout, and monitors and reports on internal controls, work processes, audits and prepares forecasts.
Qualification
Additional specialized experience is required in the field of accounting that demonstrates the ability to perform the duties described above. A minimum of 2 years of experience as a Financial Manager or Supervisory Accountant is required. Must possess advanced Excel skills. Must be able to understand and evaluate complex information, data, etc. from various sources to meet appropriate objectives. Effectively communicate both verbally and written, with all level of employees and guests in an attentive, friendly, courteous and service oriented manner. Strong ability to multi-task, self-starting personality with an even disposition to work well under pressure, and meet deadlines. Must be effective in handling problems, including anticipating, preventing, identifying and solving problems as necessary. Must be able to maximize efforts towards productivity, identify problem areas and assist in implementing solutions. Energetic team player with a passion for the highest level of customer service. Highly Qualifying Criteria: Five years experience as a supervisor of an accounting operation. Experience with Nonappropriated Funds accounting and budgeting practices Experience with financial operations of the military. Education
An accredited accounting or finance college degree, which includes either a minimum of 18 hours of accounting and 6 hours of business law or a business or a professional accounting certification (i.e. Certified Public Accountant).
