About Defense Counterintelligence and Security Agency

Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

The purpose of this position is to serve as Financial Management Specialist for DCSA's Office of the Chief Financial Officer (OCFO) as the Deputy Chief of Staff. This position supports (OCFO) leadership by managing budget, space and resource considerations, policy and process implementation and the life cycle support to agency and Directorate level requirements.

Major duties

As a FINANCIAL MANAGEMENT SPECIALIST you will be responsible for the following duties: Supporting CFO/DCFO and CoS in day-to-day management and execution of DCSA's GF and WCF budget through policy and process implementation. Directly and indirectly supporting OCFO leadership and staff through planned and ad-hoc strategic meetings and activities, task management on behalf of OCFO to include directing and collecting task and project deliverables through agency task manager and other sources. Representing OCFO in a variety of internal and external meetings, messaging OCFO position and messaging external position and actions back to OCFO. Organizing communications and activities within OCFO, ensure widest dissemination of information, policy enforcement and support ad-hoc inquiries from across the agency and staff. Directly supporting OCFO Chief of Staff in operational activities, to include OCFO budget and expenditure reporting, status reporting for employee certification and training, compliance and regulatory deadlines, etc.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience working in budgets, project management, and space and resource management Experience in strategic budget planning, programming, budgeting and/or execution processes to meet short and long-term goals/objectives. Experience and skill in planning, organizing, developing, directing, and executing special complex projects. Experience managing and serving as primary for task management systems (CATMS or CATMS equivalent systems) with demonstrated history of successfully managing, monitoring, coordinating and closing taskings in a timely manner (both internal and external). Experience and In-depth ability to direct and coordinate a wide variety of activities concurrently. Experience and skills in oral and written communications to prepare, present, and explain complex information, recommendations, and findings.
