Job summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST (TITLE 32), Position Description Number D2514P01 and is part of the IL 126, National Guard.

Major duties

As a FINANCIAL MANAGEMENT ANALYST (TITLE 32), GS-0501-7/9, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs. Major Duties - This is NOT an all-inclusive list: Process data and perform broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyze and evaluate data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconcile Resource Center Manager (RCM) accounts ensuring data integrity. Coordinate with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Facilitate the resolution of intricate entitlement discrepancies for serviced customers and ensures proper interfaces with appropriate DOD agencies and federal financial systems. Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Aggregate data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay).

Requirements

This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized.

Qualification

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Maximum Rank of E5 GENERAL EXPERIENCE: MUST possess experience in collecting and analyzing data effectively, efficiently, and accurately; experience applying procedures and directives by reading and interpreting program material; experience presenting formal training presentations and briefings; experience preparing reports and presentation formats. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1-year equivalent of experience at the GS-7 Level; experience processing date, in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, various travel entitlements, etc. GS-7 Level MUST possess at least 1-year equivalent of experience at the GS-5 Level; experience processing date, financial analysis, military and civilian pay, accounts payable and receivable, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position, for the GS-7 Level you MUST have 1 full year of graduate level education in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management or superior academic achievement. For a GS-9 Level you MUST have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management or LL.B. or J.D., if related. You must provide OFFICIAL transcripts to support your Educational claims.
