Major duties
You will serve as the subject matter expert with the responsibility of assisting the Tier I Helpdesk in troubleshooting and resolving traveler (DTS) Defense Travel System authorization and voucher related issues. You will publish command specific travel policy and manage administrative guidelines for processing all travel related transactions and archiving travel documents within DTS per Department of Defense (DoD) and Department of the Navy (DoN) guidance. You will assist with training the Organizational Defense Travel Administrators (ODTAs) throughout the command and assigned rotational forces. You will maintain and update a database of user information, i.e., routing lists, traveler profiles, reporting, and document flow procedures. You will serve as the Citibank Agency Program Coordinator (APC) with the primary function of managing the GTTC program as well as the Centrally Billed Account. You will oversee the Debt Management Monitor (DMM) program for MARFOREUR/AF and the rotational units.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-9) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing, coordinating, and providing Defense Travel System (DTS), Government Travel charge Card (GTCC), and travel policy guidance, advice and training to travelers and Approving Officials/Certifying Officers (AO/CO). Serving as the subject matter expert with the responsibility of assisting the Tier I Helpdesk in troubleshooting and resolving traveler Defense Travel System (DTS) authorization and voucher related issues. Maintaining and updating a database of user information, i.e., routing lists, traveler profiles, reporting, and documenting flow procedures. Serving as the Citibank Agency Program Coordinator (APC) with the primary function of managing the Government Travel charge Card (GTTC) program as well as the Centrally Billed Account. Monitoring the Debt Management Monitor (DMM) program to ensure proper due process for all Defense Travel System (DTS) debts are served and collections are completed. ADDITIONAL INFORMATION: Conditions of Employment -This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines. - This position requires a SECRET security clearance. - Travel will be required 20% of the time throughout Europe, and to attend conferences and training events, both OCONUS and CONUS. Travel is dependent upon position description and availability of funding. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy Policy.
