Job summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the PAYROLL & LABOR ACCOUNTING BRANCH, ACCOUNTING DIVISION, COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Major duties
You will analyze and recommend alternative methods of financial management and administrative operations. You will operate with a high degree of independence in carrying out accounting and financial management responsibilities. You will implement legal and regulatory controls over payroll and labor processes. You will perform a variety of other accounting or financial management duties and responsibilities.

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): * Experience applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems. * Experience with the financial management policies of the activity's missions, functions, applicable DON, DOD, and Federal regulations and their relationship to other Federal activities and private industry. *Extensive experience with administrative and financial management systems. *Experience in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly. * Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. FOR GS-11 (one year of specialized experience equivalent to GS-09): *Experience in applying qualitative and quantitative techniques and analytical studies related to management improvements, productivity improvements, and to propose recommendations. *Experience in leading audits, studies and analyzing organization plans. *Experience determining the most appropriate principles, practices, and methods to apply in all phases of assignments, interpreting regulations on his/her own initiative and applying new methods to resolve most of the conflicts that arise. * Experience implementing legal and regulatory controls over approved budgets. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (GS-11): Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
