The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is NTE 36 months.
Major duties
Serve as a Senior Analyst and expert in a specific area of assignment within the Office of Management and Budget (OMB). Perform career broadening assignments working with the OMB leaders in planning, program planning, budgeting and associated cost analysis for budget programs. Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Develops and recommends strategies for improving the value and effectiveness of management systems, field administration, program operations, mid-range and strategic planning, and program evaluation.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. Financial Administration and Program Series 0501 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience must include applying, formulating, and justifying guidance and standard business practices to meet statutory requirements; utilizing comprehensive analysis of policies, concepts, procedures and requirements to formulate and justify financial guidance and monitor assigned areas; communicating verbal and written financial, procurement and budget information to organizational leadership, supervisors, technical and support staff; performing internal reviews, evaluating and approving responses to audit reports and facilitating corrections. To be creditable, the specialized experience must have been at the GS-13 (or higher) level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoD and Air force activities. 2. Comprehensive knowledge of financial management systems and concepts, and program policies, principles, and practices. 3. Knowledge of Public Law, DoD and Air Force directives governing financial management procedures. 4. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work. 5. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
