Job summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DIVISION of CNSL ACCOUNTING EAST.
Major duties
You will provide oversight of CNSL's Travel Program by ensuring that the program is executed in compliance with DoD FMR, Defense Travel Management Office (DTMO), Defense Travel System (DTS) and the Joint Travel Regulations (JTR). You will determine and maintain the organization's DTS organization structure and use DTS to establish and maintain personal profiles. You will Verify DTS routing lists only identify the appropriate officials who review and approve DTS documents and user permission levels provide an appropriate separation of duties. You will maintain DTS Role Execution Status and ensure proper termination paperwork is received and filed. You will complete and respond to DTS check-in and detach requests. You will send monthly emails for Annual TAOCO (COL) Refresher training You will establish timelines by DoD Financial Management Regulations (FMR), Volume 9, DoD Instruction 5154.31, Volume 4, and NAVSUPINST 4650.7A.
Qualification
To qualify for a FINANCIAL MANAGEMENT ANALYST-GS-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing knowledge of the financial management regulations, policies, procedures, and techniques in support of accounting, audit, budget, financial management and fiscal operations. Experience reviewing and evaluating budget requests, and performing budget formulation and estimating to support plans, programs, and activities. Experience performing or advising on travel claims and approving travel vouchers in Defense Travel System (DTS) or like systems. Experience using Standard Accounting, Budget and Reporting (SABRS) and Command Financial Management Systems (CFMS-F). Experience troubleshooting problems and complex situations to determine errors within the financial management systems. Experience researching standard operating procedures and guides to provide accounting, budgetary, and financial information for use by managers. To qualify for a FINANCIAL MANAGEMENT ANALYST-GS-09 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing knowledge of the financial management regulations, policies, procedures, and techniques in support of accounting, audit, budget, financial management and fiscal operations. Experience reviewing and evaluating budget requests, and performing budget formulation and estimating to support plans, programs, and activities. Education
GS-11 In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree.
