Major duties

You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESERVE WARFARE DIRECTORATE (OPNAV N0959) working for the Office of the Chief of Navy Reserve (OPNAV N095) on the staff of the Chief of Naval Operations at the Pentagon in Arlington, VA. You will perform work as the Deputy Director of the Reserve Warfare Directorate. You will perform or advise on work in any of the phases or systems of Budget Administration and Program Objective Memorandum (POM). You will manage the National Guard and Equipment Account (NGREA) appropriation accounts: soliciting, evaluating, and prioritizing input from across the Navy Reserve enterprise. You will maintain delicate and sensitive relationships with Flag Officers (O-7 and above), Senior Executive Service (SES)members, and senior military and civilian officials (O-6/GS-15 level). You will determine resource allocation and program policy for eventual execution of Reserve programs. You will be responsible for the Financial Management functions for the approximately $3.5 billion in Reserve resources assigned to the Navy Reserve.

Qualification

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience developing, implementing, and revising financial management policies, plans, and programs to facilitate financial resources for an organization's Military Reserve program. *Experience developing and submitting budget requests in the allocation of resources to higher officials. *Experience overseeing a financial portfolio for high-ranking officials for a Military Reserve program. *Experience identifying, analyzing, and conceptualizing resource management problems. *Experience developing alternative solutions to resolve conflicting goals and objectives of a financial/budgetary program. *Experience obtaining and distributing funds, proposing use of requested funds, and determining cyclical time frames and deadlines for budgetary and program objectives.
