Job summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL DEPARTMENT of NAVAL SUBMARINE SUPPORT FACILITY. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Major duties
You will develop, direct, and coordinate all operations of the Accounting Division to include the operational control of the Accounts Payable, Cost Accounting, Payroll, and Travel. You will design, develop, implement, operate, and audit accounting processes and systems. You will analyze and recommend costs and benefits of alternative methods of financial management of organizations/programs. You will actively make suggestions and recommendations supplying factual accounting data which will contribute to the decision and/or policy making process.
Qualification
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures. *Experience applying budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization. *Experience analyzing and interpreting source information and applying it to specific areas of work. *Experience analyzing obligation reports to assist with fund control or ensure cost centers are not over obligated. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-09: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. GS-07: 1 full year of graduate level education or Bachelor's degree with superior academic achievement. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
