Major duties

You will serve as a Financial Management Analyst in the Accounting/Billing Branch (N00FM4A), Financial Management Office- Comptroller (N00FM) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT). You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will execute and review encumbrance documents. You will process incoming reimbursable funding and process vendor invoices. You will analyze and recommend costs and benefits of alternative methods of financial management of programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will prepare and present briefings as necessary to include Key Performance Indicators such as Unmatched Disbursements, Outstanding Travel, and Outstanding Commitments to the Comptroller, Deputy Comptroller, Budget Officer, and Program Managers. You will consolidate and reconcile information in support of time-critical data calls and projects. You will conduct analytical financial studies designed to improve efficiency, effectiveness, and eliminate or reduce problems coupled with analyzing statistical reports to identify problems and trends for fund execution.

Qualification

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-09: -Experience utilizing Microsoft office or other similar software applications. -Experience examining invoices, vouchers, and other required documents and process payments for invoices. -Experience preparing and presenting budgetary briefings to senior leadership. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-0501-09. GG-11: -Experience utilizing and extracting data from administrative and Budget Reporting systems such as Command Financial Management System, Standard Accounting and Budget Reporting System, or similar applications. -Experience identifying, analyzing, and resolving a range of budgetary problems and developing alternative solutions. -Experience developing, determining, and interpreting budgetary policies and practices. -Experience formulating spend plans and execution monitoring. This position is within the Work Category PROFESSIONAL at Work Level FULL-PERFORMANCE, Series and Grade GG-0501-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position of the position: GG-09: Successful completion of a master's or equivalent graduate degree or Successful completion of two full years of progressively higher level graduate education leading to such a master's degree or Possession of an LL.B. or J.D., if related to this position being filled. GG-11: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher level graduate education leading to such a degree or Possession of an LL.M., if related COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
