Job summary
About the Position: Incumbent provides support for the operations and maintenance of all Floating Plant and related equipment. Serves as Floating Plant Operations Specialist in in Physical Support Branch's Floating Plant Operations Unit at Caven Point Marine Terminal in Jersey City, NJ.
Major duties
Serves as Floating Plant Operations Specialist in Physical Support Branch's Floating Plant Operations Unit. Performs a variety of duties necessary to track actions and assignments of Floating Plant consisting of six vessels. Maintains constant radio/telephone contact with all Floating Plant to ascertain Floating Plant personnel accountability, status of assignments, location of Floating Plant, and availability of Floating Plant for other assignments as needed. Utilizes an automated maintenance control data system, such as FEM/MAXIMO, to provide system control, oversight, repair history, analysis, data entry, and documentation of current and future maintenance operations. Collects information and requirements of O M crews, and issues PM work orders for use by the maintenance crews. Tracks all Floating Plant maintenance, repair and equipment replacement completed during commercial shipyard periods and ensures the information is documented in the maintenance system. Responsible for accounting data and status changes on all Work Orders for work to be performed anywhere on assigned projects. Works with Supervisors to enter detailed data for job plan. Tracks required Floating Plant personnel mandatory training for completion and reports deficiencies to Marine Superintendent. Utilizes positive communication techniques and interpersonal skills to interface with trade and craft workers, engineers, professional and technical personnel, administrative staff, management, partnering USACE and outside agencies and customers. Transports Physical Support Branch personnel in government vehicles as directed.

Specialist Experience for GS-09: One year of specialized experience which includes 1) Independently managing and scheduling recurring maintenance, work orders, repair, and replacement activities on complex equipment and machinery; and 2) Knowledge of equipment manuals and reccommendations sufficient to maintaining facility maintenance schedules and equipment repairs; and 3) Gathering, compiling, and analyzing data for forecasting preventative maintenance, repairs, labor costs, and ordering parts and supplies; and 4) Utilizing multiple components of an automated maintenance control system and the ability to analyze system data to adjust procedures, make modifications to improve efficiency and review requests for complete and correct data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
