Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the U.S. Army Corps of Engineers, Galveston Engineering and Construction Division, Construction Branch, Galveston Resident Office in Galveston, TX

Major duties

Inspect contractor's operations to determine compliance with contract requirements. Establish and maintain horizontal and vertical control for construction contracts. Conduct complex land surveys to establish datum for dredging, to set tide gages by leveling or establishing through GPS, to cross-section spoil disposal areas and jetties. Performs quality assurance (QA) inspection duties on dredging and dike improvement contracts and discusses deficiencies with project engineer and assists in selecting proper corrective actions. Assist project engineers in developing scopes of work, preparing Government estimates and technical specifications. Investigate reports of Hazards to Navigation and prepares a report of findings along with recommendations to the resident engineer for appropriate action.

Qualification

Who May Apply: US Citizens In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position is being filled as a one-grade interval position. For most one-grade interval occupational series, the qualification standard calls for at least one year of specialized experience at the next lower grade. However, there is no position in the normal line of progression that is one grade lower than the position being filled. Therefore, one year of specialized experience at the second lower level is creditable for in-service (current or former federal employee) applicants. However, for outside applicants (i.e., those without current or prior federal competitive or excepted service), one year of specialized experience equivalent to at least the next lower level is required. Please see statements below for qualifications and time in grade requirements. Specialized Experience: One year of specialized experience which includes 1) Collecting data from land surveys while reporting discrepancies to management; AND 2) Analyzing land survey data processing using Global Positioning Systems (GPS) software, AND 3) Recommending corrective solutions to project engineers for deficiencies found during survey operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08), Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second next lower grade or equivalent of GS-07.
