About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. This position is located in Okinawa, Japan. Okinawa is located southwest of mainland Japan. The prefecture consists of 61 islands of which 44 are inhabited. This chain is known as the Ryukyu Islands.

Major duties

Responsible for providing contract administration and construction quality assurance (QA) services for the Resident or Project Office. Determines technical adequacy of proposals, coordinating review with the design agency, Resident or Project Engineer, and using agency staff. Determines cost of daily extended job site overhead and home office evaluation of claims. Utilizes various scheduling systems (e.g., bar charts, the Network Analysis System (NAS), as required to evaluate the progress of construction activities. Has a complete and thorough understanding of construction projects assigned and has knowledge of all anticipated construction operations involved in assigned projects. Analyzes proposals in comparison to Independent Government Estimates and conducts negotiations with construction contractors.

You will receive credit for all qualifying experience, including volunteer experience. GS-12 Specialized Experience: One year of specialized experience which includes: experience with performing contract administration and construction quality assurance services; prepares cost estimates and pre-negotiation objectives; negotiates modification work to contracts; assembles engineering and fiscal data in automated systems and provides training and guidance on contract actions. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-11 Specialized Experience: One year of specialized experience which includes: experience in coordinating and maintaining construction projects by reviewing contract proposals, estimates, modification, technical reports and completeness of contract negotiation and award processing. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-09). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
