Job summary

You will serve as an ELECTRICAL/ELECTRONICS SHOP SUPERVISOR I in the ELECTRICAL SHOP of the PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Major duties

You will serve as the Refueling Project Manager, Nuclear SRA Project Assistant or Nuclear Zone Manager and be responsible for directing the Execution Control Process of the project. You will provide input into the development of the Project Execution Strategy, assist in the development of the manning plan, and conduct periodic cost and schedule adherence meetings to keep cost and schedule on track for the assigned areas. You will be responsible for scheduling work and testing within the area/ project assigned, determining priorities, developing workarounds, recommending changes in manning levels and certifying completion of work. You will work with the Engineering and Planning Department, Production Resources Department, Quality Assurance Office, Supply Department and Scheduling to coordinate, sequence and prioritize the production and test efforts within the area. You will work with other supervisors/managers to resolve conflicts, ensure that all areas are working in a coordinated effort, and perform job summary reviews on all complex work to be performed within the respective area of responsibility. You will evaluate and improve schedule adherence, cost performance and operational effectiveness by studying work structure and methods, examining various alternatives, determining benefits to be achieved and recommend basic changes. You will evaluate estimates for labor and material and assist in the development of the bare bones estimate to perform the job and provide the input of the production shops and support codes. You will routinely perform on-site observations of significant cost variance jobs in progress to ensure that problems are dealt with expeditiously. You will recommend and approve improvements to existing equipment or processes, assist in development of new plant layout and equipment needs, execute facility modernization, and incorporate advancements in equipment and tooling. You will recommend transfers, promotions, and demotions, schedules and approves leave, initiate disciplinary actions, recommend awards, conduct performance appraisals and review appraisals conducted by subordinate supervisors. You will assure that subordinate supervisors effectively carry out policies to include good labor-management relations, safety, leave usage, employee injury compensation, and fully supporting the Equal Employment Opportunity Program.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, managing projects and resources and technical performance. Experience in networking and building alliances while collaborating across boundaries to build strategic relationships and achieve common goals. Experience planning, distributing, coordinating, and monitoring work assignments of others. Experience evaluating work performance and provide feedback to others on their performance. Experience ensuring that staff are appropriately selected, utilized, and developed, and are treated in a fair and equitable manner. Experience identifying and analyzing problems, weighing relevance and accuracy of information. Experience seeking, generating and evaluating alternative perspectives or solutions. Experience making timely and effective recommendations based on potential implications of findings or conclusions. Experience identifying the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. Experience making well-informed, effective, and timely decisions, whether the data is vast or limited, or the solutions produce unpleasant consequence. Able to perceive the impact and implications of decisions. Experience analyzing and synthesizing patterns among diverse systems and looking at interdependencies while gauging unintended consequences. Experience using sound judgment to simultaneously integrate and weigh situational constraints, risks, and rewards. Experience managing the planning, scheduling, execution, control, and resources of the production process in a maintenance activity.
