Major duties
SUMMARY: The primary purpose of this position is: to assist with the oversight and coordinate specialized developmental care for children 6 weeks to 5 years of age in the child development program. To serve as a senior educational technician and provide support and guidance to appropriated fund (APF) employees, nonappropriated fund (NAF) employees, and other employees as assigned. Facilitates appropriate instruction for children in assigned areas of responsibility. The incumbent may be designated as the supervisor on duty, as needed, in operation of the center during extended hours and in the absence of the Assistant Director and/or Director. DUTIES: Responsible for technical program oversight of the lower graded assistants, lead program assistants, and technicians providing them mentoring, training and instruction. Provides age appropriate developmental care for children ages 6 weeks to 5 years of age. Ensures a safe, healthy and nurturing environment for all children. Prepares daily activities for children 6 weeks to 5 years of age that supports the inclusion of children with special needs.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Education and Training Technician 1702 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of child development program rules and procedures extending training and experience to plan and perform a wide variety of interrelated child care assignments and resolve a wide range of problems. Extensive knowledge of early child development theory, methodology and practices relating to physical, intellectual, social and nutritional development to effectively interact with the children and adapt activities from OSD approved curricula as necessary for the individual needs of the child. Knowledge of child development program procedures to ensure processes such as receiving children from parents, maintaining accurate count of children, seeing children home at the end of the day are properly carried out. Ensure established procedures for preventing, treating and reporting all child injury, illness and/or abuse and neglect are adhered to. OR EDUCATION: Applicants must have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of comprehensive child development requirements, policies, procedures and processes. Knowledge of appropriate early childhood guidance practices, techniques and programs. 2. Knowledge of physical, intellectual, social, emotional and nutritional stages of development of young children in applying basic child development principles, concepts, practices to perform CDC operation assignments. 3. Skill in communicating factual and procedural information clearly, orally and in writing. 4. Ability to adapt planned activities for children's individual skills. 5. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space and proper management of equipment. 6. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 7. Ability and skill to lead subordinate employees and foster effective working relationship with others PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
