THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a DIRECTOR OF INSPECTIONS (Title 5), Position Description Number T5867000 and is part of the AR ANG 188 WGH WG, National Guard.

Major duties

Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). Trained in derivative classification; utilizes security classification guides to determine classification level of inspection and exercise material and ensures appropriate use of IGEMS-C. Develops and manages the after-action report (AAR) process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide. Directs the actions of exercise evaluators, providing appropriate guidance and control over exercise planning, conduct, execution, and reporting processes. Requirements

Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Information Assurance Certification is a condition of employment. Per DoD 8570.01-M, the incumbent must achieve the appropriate IA certification within six months of assignment of these duties. Must be able to obtain/maintain appropriate security clearance

Qualification

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Education

DUTIES CONTINUED: Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. Makes determination if trend items are wing-wide concerns, any wing-wide trends will be presented and explained during the commander's inspection management board (CIMB) and may be added into the CCIP for horizontal or vertical inspection. Designs CIMB that is a presentation of wing/unit CCIP and unit self-assessment programs (USAP) focused on proactive mitigation of deficiencies or risks. Manages the compilation of data, the format and usability of the commander's dashboard as well as the data presentation during the CIMB. Works directly with commanders at all levels to assist in the identification of key deficiencies, key observations, and overall program effectiveness. Ensures CCIP calendars, external inspections and visits and Gatekeeper events are presented to the wing commander or delegee. Functions as the subject matter expert (SME) for waiver determination, writing, and submittal to the appropriate approval authority with commander's concurrence. During deficiency management, will discuss the waiver process with commanders and provide different courses of action for commanders to make decisions. Oversees and provides input into the development of the business rules and the commanders dashboard, specifically as it relates to the CCIP inspections and exercises. Authors the commander's inspection report (CCIR) detailing the readiness and compliance of the wing to G-MAJCOM(s), State Adjutant General and NGB/IG. Formulates the report around the four major graded areas in which mastery level knowledge is required. Oversees and manages the WIT conducting inspection and exercise activities. Ensures the WIT consist of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Validates WIT members' understanding, and application of security principles and their ability safeguard classified information ensuring they are aware of applicable security classification guides. Oversees WIT training, product development and certification. Identifies and evaluates training requirements to ensure all assigned inspectors are fully capable of executing an inspection/exercise plan. Explains performance expectations to WIT members and provides regular feedback. Determines how many inspections/exercises can be accomplished based on available manpower and resources. Recommends to Wing Commander and IG, which functional areas require inspector augmentees or SAV requests are needed. Develops and delivers training for commanders ensuring they are aware of applicable DAF, NGB and G-MAJCOM guidance and how the responsibilities align with their self-assessment program. Delivers training to review the status of compliance and readiness of their organization, additionally, RBSS techniques will be examined and how they can be incorporated to best utilize their available resources. Additionally, provided training will demonstrate the use of available tools to help define any deficiencies and then different courses of action when a deficiency is identified within the wing. Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes. Conducts IG complaint, Fraud, Waste and Abuse (FWA), and whistleblower intake by interacting directly with unit members and employees, protects confidentiality of complainants, and ensures a thorough and complete complaint is presented to the IG. Comprehends complex procedures outlined in IG regulations and directives and applies them to the handling of conventional investigations, complaints, and Congressional inquiries to ensure the integrity and confidentiality of the IG Program are maintained to help prevent unwarranted invasions of privacy. Represents the Wing IG, at conferences, meetings, seminars, briefings, and other official functions. Establishes, develops, and maintains effective working relationships with NGB/IG, NGB staffs, MAJCOM staffs, State IGs, and wing leadership at all levels on matters concerning all IG programs. Meets with key customers (e.g., wing leadership, local law enforcement/first responders, federal agencies such as FAA, and inspectors) and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, wing, command, or agency. Identifies and participates in special projects and initiates milestones and goals.
