Major duties

Major Duties: This is not an all-inclusive list A DIRECTOR OF INSPECTIONS, GS-1801-12Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force(DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s)ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. (30%) 2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting(S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). 3. Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. 4. Oversees and manages the WIT conducting inspection and exercise activities. Ensures the WIT consist of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Validates WIT members' understanding, and application of security principles and their ability safeguard classified information ensuring they are aware of applicable security classification guides. Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT U.S. Citizenship is required Prior to appointment, an applicant must have a current completed/clear drug test This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to successfully complete a probationary period Irregular and overtime hours may be required to support operational requirements or contingencies. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. This is an Excepted Service position in the MN National Guard. Membership in the National Guard is not required. Competitive service employees may apply however will be converted to Excepted service if hired. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Must have at least 1 year specialized experience as a 1801 occupational series or equivalent to at least the next lower grade level. Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. Specialized experience such as serving as a specialist to the State IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance; Conducting oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken; Responsible for the training and execution for access and use of the web-based U.S. Air Force Inspector General Automatic Case Tracking System (ACTS III) for reporting and recording Inspector General contacts and complaints, the processing of complaints and the recording of complaint resolution within the Air Force Complaint Resolution Process; Assisting in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints; Assisting members of the Army National Guard and Air National Guard on all matters and concerns related to the application, enforcement or condition of the U.S. Army or Army National Guard or U.S. Air Force or Air National Guard in accordance with regulation/instruction, policies and procedures; Provide advice on all matters under investigation by the Office of the State Inspector General and conducts or oversees investigations, as required, in effecting a resolution for an IG complaint or IGAR.

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan: Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency. Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR. Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees) Area 5: U.S. Citizens (to include current ARNG and ANG members.) Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified.
