Job summary

The incumbent of this position serves as the Director for Marine Engineering Group (SEA 05Z). The mission of the Marine Engineering Group is to provide safe, reliable, and survivable marine systems to ensure that United States ships and ship systems have the mobility, power, and auxiliary systems to perform their missions, while significantly reducing the impact on Fleet and acquisition program resources. Major duties

You will be responsible for the integration of Hull, Mechanical, and Electrical control systems, including cybersecurity, across surface ships, aircraft carriers, submarines, submersibles, and vehicles. You will be responsible for establishing technical requirements, standards and specifications, and ensuring and certifying that naval and federal ships, submarines, and vehicles meet marine engineering and machinery system operational requirements. You will provide leadership and guidance of technical authority execution, stewardship, business operation and workforce talent management for the marine engineering competency. You will develop national strategic solutions supporting all Navy and federal surface ships, aircraft carriers, submarines, submersibles, and vehicle design, integration and systems engineering. You will set and maintain technical authority policies and procedures to strengthen NAVSEA technical authority and R and SE competency and oversees execution of technical authority by Technical Warrant Holders. You will engage in risk assessment and resolution of significant technical issues and those issues, which cannot be resolved at lower levels. You will ensure technical and programmatic products, solutions and service support Navy readiness, total ownership cost, schedule and safety of operations. You will negotiate and foster organizational and technical competency relationships with Navy laboratory and other field activities, universities, and contractors.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Broad knowledge of technical authority supporting design, technology transition, acquisition, fleet readiness response and engagement, in-service support, research, development, test, certification, systems engineering and stewardship. This level of knowledge is applied to plan and direct the development and application of new technology in the broad area of surface ships, submarines, and vehicle marine engineering systems. 2. In-depth knowledge of shipboard machinery systems and controls and to include technical knowledge of system architectures, requirements, design, maintenance and modernization, integration, and testing. 3. Ability to identify emerging technologies that have potential for successful exploration and exploitation. Plan and direct the development, application, and research and development results into assigned technical programs for operational use. 4. Ability to assess and balance current and projected mission requirements, capabilities, and workload demand, and to develop and negotiate risk based complex solutions supporting technical authority. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 0801 Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Evaluations

Applicants that meet the basic qualifications requirements will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and the qualification responses described in the separate narrative statement. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview. The Ad-hoc Executive Resources Board (AERB) will review results and make recommendations on final selections to the approving authority. If selected, you may be required to provide supporting documentation. All qualifications requirements must be met by the closing date of this announcement.
