Major duties
The Director of the Army Geospatial Center (AGC) has three distinct roles with three different reporting chains. The Director of the AGC, reports directly to the Deputy Commanding General, Military & International Programs, United States Army Corps of Engineers (USACE) with extensive latitude to guide and support the entirety of the Army's geospatial information enterprise through direct operational support and systems acquisition policy support. Aptly titled Deputy Topographer of the Army, this position requires the efficient leadership, administration and direction of Department of the Army civil servants and contractors, all working together in an exceptionally technical and complex program of national significance. Position performance is evaluated based on the effective fulfillment of mission and objectives; the quality, timeliness, and success of program accomplishments; and adherence to Army policy regarding resource utilization. The Director focuses on the development, exploitation, production, and distribution of topographic, geodetic, and geospatial information, tools, and services for the Army, and as directed, other Department of Defense programs and teams. The Director, AGC supervises a workforce of approximately 190 Federal employees and oversees the actions of approximately 100 contract personnel. The second role is the Geospatial Information Officer (GIO) is the Headquarters Department of the Army (HQDA) Senior Executive Service representative responsible for collecting/validating geospatial requirements, formulating geospatial policy, setting Army Geospatial Enterprise (AGE) priorities, securing AGE resources, and synchronizing geospatial solutions at both HQDA and Secretariat levels of Army governance. The GIO has both the Geospatial Governance Board (GGB) Coordinating Staff and the Geospatial Standing Task Force as elements of the Army staff to fulfill these responsibilities. The role serves as the Director, Geospatial Research Laboratory (GRL), Engineer Research and Development Center (ERDC), USACE providing the Warfighter superior situational awareness through enhanced geospatial capabilities for data, analytics, information, and decision frameworks in support of Army modernization. The Director of the GRL serves as the lab corporate officer and member of the ERDC Board of Directors. The Director is responsible for providing top-level leadership and direction to the scientific and engineering research and support activities of the Laboratory including the management of basic and applied research, development, and engineering programs. The Director, GRL supervises a workforce of approximately 80 Federal employees and oversees the actions of approximately 25 contract personnel.
Requirements
CONDITIONS OF EMPLOYMENT: You must be a U.S. citizen to be eligible for this position. You must be able to submit and pass designated and/or Random Drug Testing as required. You must sign a mobility agreement. You must be able to obtain/maintain the appropriate clearance and access level for this position. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the SES. Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter. The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations. The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process. Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.

**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ) All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1 -I possess the ability and knowledge to plan, manage and conduct a broad program of geospatial activities which include one or more of the following categories of: direct operational support; systems development and acquisition; and/or research, development, test, evaluation (RDTE),as well as providing special technical support across a large, multi-disciplinary organization and other agencies.
Education
You must possess one of the following education requirements per OPM standards. 1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR 2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. OR 3. Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR 4. Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. OR A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Evaluations
You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume will be evaluated by an SES rating and ranking panel, and afterwards, highly qualified candidates will undergo the Structured Interview process. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur.
