Job summary
You will serve as a CONTRACTING OFFICER'S REPRESENTATIVE in the Logistics Integration Division (Code 431), Logistics and Acquisition Department of PEARL HARBOR NSY AND IMF.
Major duties
You will serve as either a Primary Contracting Officer's Representative (COR), Alternate COR, or Technical Point of Contact (TPOC) regarding service and supply contracts awarded by Contracting Officers from within NAVSEA, NAVSUP, etc. You will perform duties in accordance with NAVSEA Instruction 4200.17 (series) in order to represent the Contracting Officer and to ensure proper execution of the contract. You will perform technical advisory reporting to assist the Contracting Officer in the analysis of Contractor proposals using a variety of proposal techniques from the Federal Acquisition Regulation (FAR) 15.404. You will serve as an adviser, voting member, or chairperson for source selection evaluation boards (SSEB) conducting evaluations of contractor proposals, including technical analysis, price, and/or cost analysis, and past performance assessment. You will provide oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate with the Contracting Officer on a routine basis regarding contractor oversight and performance and maintain required documentation to support monitoring contract performance, including monthly status reports.
Qualification
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying acquisition and procurement laws, regulations, and policies to oversee the execution of service or supply contracts (e.g., contractor proposals, contractor performance, cost/price analysis, financial and technical compliance, contractor schedule, closeout); and formulating contractor performance reporting data. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying acquisition and procurement laws, regulations, and policies to monitor the execution of service or supply contracts (e.g., contractor proposals, contractor performance, financial and technical compliance, contractor schedule). Education
