Job summary
You will serve as a CONTRACT SPECIALIST in the NAVY SUPPLY SYSTEMS COMMAND (NAVSUP) of NAVSUP FLC SIG GF, Italy.
Major duties
You will serve as a non -supervisory senior contract specialist who may also serve as a warranted contracting officer. You will serve as the contractual authority on the acceptability and applicability of contractual matters related predominantly to the Fleet Support or Shore Support branch procurements. You will review and analyze procurement requests and their specifications or statements of work to determine their adequacy, completeness, and commerciality. You will review contract terms and technical specifications to identify any special requirements. You will analyze settlement proposals, audit reports, technical evaluations, and subcontractor claims. You will identify factors affecting contractor's cost using historical production and statistical cost data, reports from auditors or technical specialists, and contractor costs breakdowns regarding labor, materials, overhead, and profit. You will develop documentation and criteria to substantiate Government cost or negotiation positions. You will may be required to process grants actions in accordance with applicable regulations.
Qualification
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. 1) Planning and carrying out both pre-award and post-award procurement actions utilizing a wide range of contracting methods and contract types; 2) Administering contracts, such as firm fixed-price; fixed-price with economic price adjustment provisions covering government decrees on wages, fringe benefits and materials; time and materials contracts; and labor-hour contracts; 3) Negotiating prices, terms and conditions, contract modifications, and settlements involving the procurement of supplies and services; and 4) Assisting technical specialists/customers in the preparation of statements of work, planning of procurement strategies, and identifying potential contractors or sources. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
