Job summary
You will serve as a CONTRACT SPECIALIST in the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLCs) Contracting Department of NAVSUP FLC SIG GF. Major duties
You will analyze contract prices or cost including the proposal to determine reasonableness in accordance with the scope of the work. Qualification
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering a wide range of contract actions (e.g. firm fixed-price; cost reimbursement, time and materials, basic ordering agreements, contract scope determinations, contract modifications, justifications and approvals, business clearances, and awards) to perform pre-award and post-award functions; 2) Negotiating prices, terms and conditions, contract modifications, and settlements involving the procurement of supplies and services; 3) Interpreting relevant laws, regulations, policies, standards, or procedures to resolve specific contracting issues; and 4) Providing guidance in the planning of procurement strategies, preparation of statements of work and identifying potential contractors or sources. This position is designated as a Mission-Essential position. This is defined as an employee who may be activated to maintain continuity of Government Operations during emergencies involving national security, a natural disaster, extended emergencies, or other unique situations such as snow emergency days, severe weather conditions, holidays, increased security periods, national emergency or other dismissal or closure situations. This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The Incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
