Job summary

You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Public Works Department of Naval Facilities Engineering Systems Command (NAVFAC) Southeast, Department of the Navy (DON), Guantanamo Bay, Cuba.

Major duties

You will be responsible for enforcing all technical and administrative provisions of assigned construction contracts. You will participate in pre-award contract meetings such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews. You will review pre-final contract drawings and specifications with respect to constructability and compatibility with actual field conditions (for both design-bid-build and design-build projects). You will manage the contractor Requests for Information (RFIs) and ensuring timely responses. You will ensure effective communication and coordination between the project manager, design manager, contract specialist, the contractor, the project technical team, the client, and others as appropriate (for design-build projects).

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing assistance and technical guidance to other construction managers and to construction engineers/architects, or other Naval Facilities (NAVFAC) business/support lines or functional areas as appropriate, exercising management and administrative skills in leading the execution of Capital Improvements construction projects. Ensuring effective communication and coordination between the project manager, design manager, contract specialist, the contractor, the project technical team, the client, and others as appropriate (for design-build projects). Managing multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts. Monitoring available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded. Providing and briefing project status updates to senior personnel within the field office, Installation, and Supported Commands. Security Clearance: Noncritical Sensitive - SECRET Access Positions: The incumbent must be eligible to occupy a Noncritical Sensitive Position. Access to U.S. National Security Classified Information is required at the SECRET level, and the incumbent must be able to obtain and maintain a SECRET security clearance based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years. Defense Acquisition Workforce Improvement Act (DAWIA): This is a Defense Acquisition Workforce position that requires an Engineering and Technical Management, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 6000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Statement and Affiliation of Financial Interests: The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government. Telework: This position is eligible for telework on a situational basis. Vehicle License Requirements: The incumbent must possess and maintain a valid state driver's license to travel to dispersed sites within the local commuting areas.
