Job summary
This is a public notice flyer to notify interested applicants of anticipated vacancies being advertised through the Direct-Hire Authority for Certain Personnel of the DoD Workforce. Major duties
You will serve as a Construction Control Representative at a construction site responsible for the execution, control, and surveillance of contract operations of assigned military, civil works, and construction projects. Plan and coordinate construction schedules to accommodate concurrent operations and present critical and varied site preparation problems and extensive installation of specialized operating equipment. Review plans, specifications, shop drawings, and requests for changes to determine site compatibility such as applicability of terrain and soils, feasibility of structures, and anticipate challenges. Conduct inspection of work in progress to ensure compliance with plans, specifications, procedures, use of materials, contract provisions and schedules, and shop drawings. Investigate need for contract change orders, controversies which could lead to formal claims by the contractor, deviations requiring engineering determinations and other matters. Coordinate with local Government agencies involved to preclude conflicts of interests or jurisdictional disputes and to maintain effective public relations on assigned construction projects. Make on the spot decisions and commitments to avoid delays in construction with respect to minor changes in construction, deviations from schedules, substitution of materials, and resolution of disputes over the acceptability of work. Prepare routine and special reports, memorandums, and correspondence reflecting the status of construction progress, delays in construction, noted deficiencies, and compliance with standards, materials, and/or contract modifications. Ensure adherence to safety program, checking work areas, methods of performance, etc., for safety practices.
Qualification
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Interpreting engineering and architect plans and/or specifications; (2) Resolving complex problems encountered while inspecting construction projects; and (3) Conducting inspections of construction sites to ensure compliance with project plans and specifications and/or safety protocol. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
