The primary purpose of this position is: To serve as the Congressional Liaison Specialist in the Congressional Actions Division and Office of Legislative Liaison providing travel guidance and direction to Congressional and Air Force Officials for both foreign and domestic travel.

Major duties

Serves as the Lead Congressional Travel Team Coordinator. Monitors the Legislative Liaison fiscal year $1M O&M travel budget and recommends adjustments when appropriate. Serves as the Subject Matter Expert for Congressional Travel concerning international and domestic travel coordination and entitlements on the most difficult and complex cases. Performs special projects and studies concerning Congressional travel activities, historical travel data and related matters, as directed.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes Advanced knowledge and understanding of Department, Interagency and Legislative Procedures; this role requires in-depth knowledge of joint federal travel regulations, Department of Defense (DoD) policies and Department of State policies and procedures, organizational understanding of Department of the Air Force Administrative Agency, as well as legislative protocols. We are looking for candidates with a proven track record of coordinating seamless travel arrangements that comply with complex legislative and military guidelines. Comprehensive knowledge of the policy, authorizations, and limitations imposed by the U.S. Public Laws, Secretary of Defense and Secretary of the Air Force directives to provide Air Force travel policy interpretations. Expert knowledge and ability to prepare and present briefings to senior DOD officials pertaining to travel policy and related issues. Skill in researching, verifying facts, and organizing often-complex regulatory or program information into a concise response. Skill in database management, functional in all Microsoft Suite technologies to include PowerPoint, Word, and Excel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of the Air Force and Department of Defense regulations relating to congressional travel and congressional travel funding policies. Knowledge of the State Department policies relating to congressional travel including passport and visa requirements and Senate/House rules. Knowledge of United States Code, Joint Federal Travel Regulation, flight planning materials, and airfield suitability and availability books; Skill and ability in planning and coordinating flight itineraries. Skill and ability in written and oral communications skills due to the high visibility and sensitive work accomplished by this office; ability to synthesize information and present findings in a logical sequence. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to organize and coordinate multiple tasks and assure timely completion. Ability to collaborate effectively across organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
