Job summary
This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Major duties
You will provide periodic updates to the region on the of implementation actions in coordination with the tracking tools. You will develop strategies and a plan of action to respond to encroachment challenges. You will provide authoritative interpretation of agency policies, regulations and standards while balancing divergent interests and relationships to protect the mission. You will assists with preparation of requirements in support of negotiations for real estate actions related to acquisitions and disposal of land, restrictive easements, or other use of government land involving Encroachment Partnering (EP) projects.
Qualification
GS-13- In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading an installation encroachment team by providing expertise on land use planning issues and working with local and regional government agencies and staff to facilitate intergovernmental coordination; 2) Providing vital expertise and continuity on land use issues affecting a federal or military installation; 3) Developing innovative solutions to unique land use and encroachment problems and providing expert advice and recommendations on these solutions to military and community leaders; 4) Evaluating and engaging on local initiatives, community general development and land use plans, and private development projects that potentially impact an agency's mission. Education
A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized Experience (for positions above GS-5): Experience in support of projects, programs or assignments providing a requisite knowledge of contracting, acquisition, procurement purchasing or related functions of the position to be filled. Exceptions: Employees in Business Opportunity Specialist, GS-1101 positions will be considered to have met the standard for positions they occupy on January 2, 2013. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for Business Opportunity Specialist, GS-1101 positions within the Office of Field Operations with the Small Business Administration by January 2, 2018.
