Primary purpose of this position is: As a Civil Engineer serving in a developmental capacity, performs assignments designed to orient the employee in the application of academic theories and basic principles to civil engineering assignments. Position will be developmental to Civil Engineer GS-0810-09, then GS-0810-11, and then the target grade of GS-0810-12.

Major duties

GS-07 -Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer. -Uses computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to assist higher grade engineers in solving engineering problems and facilitate the work. -Assists in coordinating projects with engineers in other disciplines or with architects. -Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. GS-09 -Participates in the performance of O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing a professional knowledge of civil engineering. -Provides civil engineering support to trades and crafts shops. Provides civil engineering assistance on solving current job problems and in-shop planning. Coordinates projects with other engineers in other disciplines or with architects. -Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. -In conjunction with the primary duty of maintenance engineering, on a less frequent basis performs work in the construction management, design, and/or programming/base development functions. -Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. GS-11 -Monitors and manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. -Assists in planning and design process for new construction, renovations, and improvement projects for real property facilities and utility systems utilizing a professional knowledge of civil engineering. -Evaluates/recommends programs and development plans and advocates for project requirements. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination. -Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. -Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. GS-12 -Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of civil engineering. Plans, programs, budgets, and executes required projects in support of assigned programs. -Performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of civil engineering. -Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of civil engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements. -Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners. -Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Civil Engineering Series 0810 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individual Occupational Requirements Basic Requirements: Professional Engineering Positions.(PDF file) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07 SPECIALIZED EXPERIENCE: Examples of specialized experience includes professional knowledge of civil engineering concepts and principles as well as the ability to apply standard civil engineering practices, methods, and techniques to perform relatively routine projects or a portion of a larger and more complex project; Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. OR Education: One full year of graduate level education in engineering or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or a bachelor's degree in engineering with Superior Academic Achievement. NOTE: You must submit a copy of Transcripts. GS-09 SPECIALIZED EXPERIENCE: Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices to perform routine projects with complete responsibility, or portions of large and complex projects; Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Knowledge of the installation/command mission and organization. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in engineering or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-11 SPECIALIZED EXPERIENCE: Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of civil engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design; Comprehensive knowledge of the installation/command mission and organization. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in engineering or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. GS-12 SPECIALIZED EXPERIENCE: Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; Comprehensive knowledge of the installation/command mission and organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Professional knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. 2. Skill in preparing graphs, curves, or tables. 3. Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information. 4. Ability to use relevant software programs and use computer aided design and drafting programs (CADD). 5. Ability to work cooperatively as a team member in the design of facility projects. 6. Ability to make calculations applying standard formulas; prepare graphs, curves, or tables; and record factual data in tests and observation studies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings. 5. Ability to plan, conduct and record site/facilities surveys and inspection; to document, analyze, interpret, and apply results, and procedures in a variety of situations and recommend timely and economical solutions. 6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. 4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings. 5.
