Major duties
Summary: The primary purpose of this position is to serve as a Child and Youth Program specialist at the Air Staff level by developing, interpreting and disseminating policy, guidance, plans and resources for programs and services that are comprised of, but not limited to, child development centers, family childcare programs, expanded childcare programs, school-age care, youth programs, child and youth education services, and other installation Child and Youth Programs. Duties: Serves as a program specialist developing implementing regulations to facilitate the delivery of effective programs, services and fiscal responsibility for Air Force Child and Youth Programs (CYP) world-wide. Performs ongoing evaluation and analysis of policies, programs and budget actions in support of the Air Force CYP mission and operational plans. Maintains a continuous liaison with other Air Staff agencies, DoD offices, other service headquarters counterparts, National Agencies, and other federal agencies to integrate Air Force support actions. Prepares reports, responses to queries, justifications, and background papers on Air Force Child and Youth Programs.
Qualification
Conditions of Employment: (cont'd from above) selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Note: you MUST include a copy of your transcript(s). OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Note: you MUST include a copy of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: 1) expert knowledge of, and skill in applying, a comprehensive range of principles, concepts and practices, skill and experienced judgement in extending advanced concepts and methods to improve the accessibility and quality of child development centers, family childcare, school-age care, teen and youth programs, military child education and other child/youth and family programs; 2) extensive knowledge of child and youth development, early childhood education and childcare theory and practice, youth organization theory and practice, childcare health and safety research, child nutrition and childcare food program management, childcare and youth facility and interior design requirements, childcare and youth program financial management, childcare accreditation requirements, recreation theory and practice, and transition issues affecting military child education; 3) knowledge sufficient to plan and conduct difficult and complex assignments and to identify and resolve new or unusual issues or problems; 4) expert knowledge of Air Force Child and Youth Program standards, with the accompanying ability to apply them towards developing comprehensive, sound policies and procedures for Air Force Child and Youth Programs world-wide. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of child and youth development concepts and practices, and early childhood education and youth development theories. 2. Knowledge of public law, DoD directives, and AF policy related to the area of childcare, school-age care, family child care, military child education, teen and youth activities/programs, and social events for children and families, to plan and direct programs and provide administrative guidance and/or technical advice to management. 3. Knowledge of Child Development and Youth Program inspection requirements, reports, and program terms, as well as knowledge of common accounting, budgeting, funds control, resale, and inventory management. 4. Skill conducting staff assistance visits and inspecting assigned programs. 5. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
