Job summary
Serves as the Change Management and process improvement project team leader in the Headquarters (HQ, Defense Commissary Agency (DeCA), Office of the Director/Chief Executive Officer (CEO), Change and Strategic Management Office. The primary purpose of this position is to facilitate CM and leads subject-matter experts to increase customer satisfaction levels and DeCA's business productivity. Major duties
Serve as a Change Management (CM) and process improvement project team leader responsible for the implementation of projects throughout the Agency using CM and Continuous Process Improvement (CPI) methodology and tools. Lead teams in CM techniques, value stream and process mapping, defining, and implementing process improvements on key initiatives that result in significant improvement in service delivery, reduced unit costs, increased quality, and effective and efficient use of DeCA resource. Manage the development and maintenance of methods and systems for measuring the degree to which project goals, objectives and metrics are being met. Inform the CM Officer of project goals, objectives, and metrics results and recommend appropriate corrective action(s). Act as a liaison between management, employees, and project teams working CM initiatives. Provide a variety of reports and other written work products. Qualification
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Experience: One (1) year of specialized experience equivalent to at least the GS-12 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Change Management trained-certified and/or Black Belt trained-certified . Lead, advise, and communicate CM, CPI, and L6S principles, concepts, and methodologies. Plan, facilitate, lead, and work CM, CPI, and L6S projects. Communicate theories and techniques of data retrieval and data manipulations procedures, analysis, and workflow improvement. Identify waste, defect, customer service, and other product or service quality improvement opportunities. Analyze and evaluate data to develop creative solutions. Physical Requirement: Some physical effort may be required at times, the work is primarily sedentary in nature.
