The primary purpose of this position is: GS 07: To serve as a Business Activities Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. GS 09: To assist in developing and enforcing policies, standards and procedures for the Service Flight's business.
Major duties
GS 07: Performs developmental assignments. Performs recurring assignments. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation. GS 09: Administer policy and procedures for funded program, financial analysis and forecasts. Monitors all construction and renovation projects. Develops and maintains up-to-date coordination processes for scheduling of events. Maintains financial review systems on fiscal matters.
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the basic principles, concepts, and methodology used in the General Business and Industry; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. GS-09: A pplicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Appropriated Fund and Non-appropriated Fund budgetary and financial regulations and procedures, precedent setting decisions, and policies to develop financial policy and procedures, to determine the accuracy and adequacy of the initial forecasts, and to give advice and guidance on financial phases; knowledge of appropriate advertising and competitive negotiating procedures sufficient to obtain standard and specialized services regarding building construction or renovations taking place on base . OR EDUCATION: GS-07: Applicant has successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or has Superior Academic Achievement. GS-09: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as. OR COMBINATION OF EXPERIENCE AND EDUCATION: GS-07: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, has completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. GS-09: Applicant has less than the full amount of specialized experience , and has at least one year of progressively higher level graduate education, but has not obtained a master's or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07: Knowledge of basic principles, concepts, and practices of business and trade practices and related Services Business Activities. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments relating to Services Business Activities. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. GS-09: Knowledge of laws, regulations, instructions, precedents and procedures related to Services Business Activities. Knowledge of financial planning practices and techniques to provide business activities with appropriate financial data and practical financial skills to enable them to make informed personal financial management decisions. Knowledge of basic accounting procedures to include trend analysis, inventory turnover rates, statement of cash flows. Knowledge of a range of sources, types, and methods of funding pertaining to contracts, appropriated and non-appropriated funds. Knowledge of word processing automation software functions to support Services' operations and to produce an array of text documents and templates to include forms, reports, memos, and form letters. Skill in oral and written communications sufficient to prepare reports and guidance and provide briefings to management. Ability to resolve complex or controversial issues or problems and provide advice and assistance on matters of equal difficulty. Ability to analyze, interpret, and apply rules, regulations, and procedures regarding construct1on/renovation layouts and designs sufficient enough to recommend timely and economical solutions PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
