Job summary

About the Position: Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Major duties

Serve as the Budget Officer for the Budget Division, with full responsibility for the budget operation within the organization. Develop and implement installation-wide programs for budget, management systems involving the acquisition and distribution of allocated resources. Implement directives and guidance from local and higher command ensuring that established priorities and program milestones are adhered. Develop and formulate manpower and dollar projections for long range five years or more forecasts, national range and test facility base program budget estimates. Assess the impact of trends and changes in Government fiscal operating procedures as related to national economic and fiscal policies. Responsible for validating and verifying program and budget estimates. Maintain direct control over the budget execution performance measurement system. Directs and administer the work of subordinate supervisors. Provide developmental and training needs of employees. Provide instructions to initiate changes in policy, methods, and procedures to be used and resolves problems.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS13 or above. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Leadership Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent NH-03/GS13.
