Job summary
About the Position: Serves as a Budget Analyst performing a wide range of financial analytic and management functions within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) [OASA(FM&C).
Major duties
Serves as an integration, RDTE, Military Construction, and/or Army Family Housing budget and financial analyst for Army programs. Reviews, analyzes, edits, manipulates and consolidates program and budget submission data. Review authorization and appropriation legislation for impact on assigned program or funds. Provide financial/budget technical assistance to program and functional managers, Director of Investments, or Directors on the best course of action. Analyze large amounts of principles, laws, and policies of budgeting data promptly and easily. Support development of budgetary strategy for higher level reviews. Track financial and/or budget data in various databases.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, economics, and finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-0560-12: recommending a wide range of programs within the Procurement and Research, Development, Test and Evaluation (RDTE) Appropriations; planning standard financial management processes for the Agency, its components and Department of Defense (DoD); analyzing requirements for finance practices and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-0560-13: Programming/budgeting, formulating/integrating, justifying/executing of program appropriations for the organization; preparing assigned portions of the agency's Presidential budget and required supporting justification; developing standard financial management processes for the Agency, its components and Department of Defense (DoD); applying new methods of analysis and practices to resolve deficiencies in the financial systems; developing requirements for finance practices and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Execution Financial Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks for the: GS 11 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS 12 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS 13 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
