Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain positions in the Federal Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a key Videographer for the Visual Information Services Division (VISD), Directorate of Information Management, Garrison Detroit Arsenal, which provides services in direct support of installation tenant agencies and the VISD National Exhibits program.

Major duties

Support the Exhibits Program that supports Major Commands in producing and transmitting television broad casts, video productions, multi-media projects, photography studio operations and video teleconference facility. As needed, serve as acting Audio-visual team leader to coordinate assignments with employees to produce and transmit broadcasts. Coordinate and participate in the planning and development of new Visual Information (VI) requirements in digital imaging and multimedia output equipment and its integration into a viable presentation system. Perform work necessary to design, develop, acquire, document, test, implement, integrate, maintain or modify systems for solving VI problems using multimedia presentations and electronic digital imaging. Performs work for local area network (LAN) television broadcast, classroom training, historic documentation, testing and still exhibits. Coordinate with sponsors and reviews all incoming projects and work requests. Sets priorities for work requests Consult with technical personnel, staff officials, and project managers in determining program themes, special emphasis, and desired impact. Video services performed support a wide variety of subjects which include combat readiness; intelligence and security; accident and investigation. education and training; public information; strategic planning and marketing; research, development, test, and evaluation; upgrading maintenance and quality assurance; and the coverage of major newsworthy events. Knowledge of subject matter is required in performance of duties. Work with Garrison Directors and Tenants on the installation in planning the content and execution of multi-part videographic and photographic collections or series. Operate a variety of video production and video studio cameras. Operate television broadcast and television filming cameras and recorders and auxiliary television production equipment and accessories in performing video photography. Edit video sequences and digital images into production products using electronic optical and mechanical editing processes. Serve as alternate VTC facilitator.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirements Education and Experience Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. (Note: Must provide transcripts.) Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. (Note: Must provide transcripts.) OR Specialized Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. OR Ph.D. or equivalent doctoral degree (Note: Must provide transcripts.) or 3 full years of progressively higher-level graduate education leading to such a degree (Note: Must provide transcripts.) or LL.M., if related. (Note: Must provide transcripts.) In addition to the education and experience requirements above: You must have one-year of specialized experience at the GS-09 grade level or pay band equivalent related to the position being filled to include: 1.Experience using a wide range of specialize video production and digital imaging equipment, techniques and processes to produce audiovisual products; 2. Experience in understanding objectives and operations involved in subject matter areas such as: installation maintenance; engineering; quality assurance; hazardous material handling, storage, and disposal; intelligence and security; or accident and investigation; AND 3. Assist in the planning and producing digital videotapes and still photography including live and special events. One year of specialized experience is at the GS-09 grade level or equivalent pay band. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
