Job summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Aircraft Maintenance Manager, Position Description Number D2413000 and is part of the 158th Maintenance Group of the Vermont Air National Guard.

Major duties

Amendment to include major duties: 4. Serves as a Contracting Officer Representative who evaluates the Quality Management System, ensuring that all contractual, regulatory, and administrative requirements are met. a. Develops and implements procedures and policies that ensure a successful COR surveillance program and clarifies and explains policy and regulatory material. b. Develops and implements a Quality Assurance Surveillance Plan (QASP) based on the contractor's Quality Management System, Contractor Logistics Support (CLS), and Statement of Work (SOW). c. Evaluates contractor performance and ensures checklists or summaries correlate properly to contract provisions. Reports on contractor performance and provides sufficient data on which to base renewal/termination decisions. Conducts COR surveillance of contractor performance and compliance with contract provisions or regulatory requirements. Works with flight chiefs, work center leaders, and contract specialists in reviews of contract discrepancy reports and contractor responses. d. Evaluates trends and assists in determining circumstances, precedents, contract provisions, governmental directives, and precedent setting Comptroller General Decisions. Spot checks contractor and contract oversight files to verify functional area reports, corrects problems, and institutes procedures to preclude recurrence, e.g., to revise ineffective surveillance plans, contract administration plans, inspection checklists, etc. e. Maintains the organization's inputs into the DoD Contracting Officer Representative Tracking Tool. Maintains a record of all COR designations and terminations of designations, to include each COR's acknowledgement of his or her duties, by contract number and contracting officer's name. Maintains a record of training regardless of provider (e.g. Quality Assurance Program Coordinator (QAPC), contracting officer, contract specialist, DAU, or commercial training provider). **PERFORMS OTHER DUTIES AS ASSIGNED**

Qualification

The purpose of the position is to serve as the Aircraft Maintenance Manager with the assigned responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources. Incumbent partners with the Group Commander, as well as the other Commanders and organizations in the Wing to plan, schedule, and implement a flying program following overarching Operational Risk Management (ORM) concepts. Incumbent also coordinates efforts with numerous outside agencies to execute responsibilities. The supervised workforce may fluctuate daily to meet mission requirements. The workforce may include: Title 32 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Title 5 NG Employees, state employees, other civilian, military duty personnel. OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Military Grade/Rank: 2nd LT/O1 through Major/O4 Basic Requirements: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. Specialized Experience: 36 Months of specialized experience, with at least 1-year specialized experience equivalent to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Length of time is not of itself qualifying. Candidates' experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Broad knowledge of aircraft maintenance management practices, procedures and organizational and mission requirements; capabilities and limitations. 2. Knowledge of basic operating principles of assigned aircraft systems and components; basic munitions, munitions procedures and quality assurance and other unit operations. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. 7. Knowledge of maintenance information systems. 8. Knowledge and ability to interpret instructions, specifications, technical orders, publications and operating procedures. SUPERVISORY POSITION SPECIALIZED EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER CONDITIONS OF EMPLOYMENT & NOTES: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. The duties and responsibilities of your job may significantly impact the environment.
