Job summary
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the BUSINESS OPERATIONS OFFICE (4501) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band is equivalent to GS-11 and GS-12.
Major duties
You will provide acquisition support across a wide range of programs, assisting with preparing complex, multi-year contracting documents/packages, entering gathered information into procurement system(s). You will prepare routine complex contracting packages including abstracts, acquisition plans, contract administration plans, statements of work, source selection plans, contract data requirements list, independent government cost estimates. You will support the development of procurement packages including reviewing and monitoring requisitions for contracts and basic incremental funding task orders. You will develop purchasing requisitions in support of projects and programs within the organizational code and the purchasing requisitions are submitted via financial systems in accordance with system requirements. You will require knowledge of Enterprise Resource Planning (ERP) system to monitor status of material management documentation for package submission throughout the procurement process, utilizing ERP. You will serve as a procurement analyst supporting programs of the department and advises Program Managers and other department employees on matters pertaining to procurements. You will prepare Simplified Acquisition Procedures (SAPs) and enters them and supporting documentation into the Enterprise Resource Planning (ERP) system. You will be responsible for ensuring all information is submitted via financial systems in accordance with system requirements adhering to all business rules and policies. You will require knowledge of appropriations law and finance regulations is applied to the creation of contract and procurement documentation.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9/10) pay band in the Federal service or equivalent experience in the private or public sector: performing financial analysis and preparation of contract and purchasing requisition documentation packages in support of projects and programs within the organizations business operations. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
