Job summary
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Naval Undersea Warfare Center Division of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Major duties
You will manage safety programs including education and promotion, accident investigation, analysis, and reporting, hazard ID and control, use of PPE, safety instructions, construction safety, fire and electrical safety, surveys and fall protection. You will conduct site visits of all work areas at the Newport site and detachments. You will identify unsafe conditions, machine guarding, electrical, exposure to hazardous materials, ergonomic risks, unsafe operations, fall hazards, infrastructure issues, fire safety issues and protective equipment usage to name a few. You will interpret various regulations to provide written reports to applicable departments, ensuring interim controls are in place until corrected. You will track deficiencies until closed and advise supervisors on safety regulations and corrective actions. You will manage the Hazardous Material Program/ Lithium battery and fire prevention programs. You will be the Command's subject matter expert for all aspects of the Hazardous Material Program/ lithium battery and fire prevention. You will approve all purchase requests for hazardous materials. You will be responsible for managing the Safety and Occupational Health aspect along with NAVSTA BUMED Office. You will be responsible for the helping MRC with NUWC employee medical record processing and management. You will assist with the management of the Radiation/ Laser Safety and other medical surveillance programs and responsible for management of the program data. You will assist in the management of Sight/ Hearing/ Asbestos/ Lead Programs and other medical surveillance programs. You will review hazardous Standard Operating Procedures of new testing, equipment, or processes to ensure compliance and that hazards operations are mitigated to eliminate or reduce the hazards. You will review new building, and building renovation, design plans to ensure compliance with Safety and Occupational Health statutes and regulations. You will investigate routine safety trouble calls and coordinates corrective action. You will assist/manage other Safety and Occupational Health programs as manager or back-up using their extensive knowledge and training. You will evaluate line management responses to unsafe conditions and procedures to resolve inadequacies and compliance with requirements complexities at the lowest effective management level and evaluate unresolved problems as necessary.
Qualification
TO QUALIFY FOR THE NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing safety programs (e.g. hazard identification, accident investigations, compliance with safety regulations), while serving as a subject matter expert for hazardous materials, fire prevention, or medical surveillance to conduct inspections and provide corrective actions for the improvement or optimization of a safety program. TO QUALIFY FOR THE NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05 through GS-08 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting safety programs (e.g. hazard identification, accident investigations, compliance with safety regulations), while helping a subject matter expert for hazardous materials, fire prevention, or medical surveillance to conduct inspections and provide corrective actions for the improvement or optimization of a safety program. Education
TO QUALIFY FOR NT-04: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-03: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience.
