Job summary

You will serve as the Modernization Officer for the Pacific Fleet Submarine Modernization Coordinator of Naval Undersea Warfare Center Division Keyport (NAVUNSEAWARCENDIV KEYPORT WA). Position located on Ford Island, honolulu, HI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Major duties

You will create, establish and prescribe the general principles and plans for the Modernization Program. You will ensuring the navy maintains its technical superiority by establishing and prescribing regulations to rapidly modernize ships systems keeping the safety and security. You will provide technical direction to On Site Installation Coordinators (OSICs) and Alteration Installation Team (AIT) personnel. You will promote changes to existing maintenance procedures and ensure that modifications or new equipment pertaining to the modernization program will satisfactorily interface with existing equipment. You will lead and work within a team demonstrating effective verbal and written communications skills. You will have a working knowledge in funding management for the Modernization programs under their cognizance and be able to budget and commit agency funds directly, resulting in mission readiness for the submarine force. You will direct modernization oversight, to manage the financial programs for programs and personnel with a multimillion-dollar annual budget as they pertain to the modernization program. You will survey technology/processes developed at the command and exercise independent judgment and discretion in the planning, budgeting, funds authorizing, scheduling, policymaking and implementation of agency principles.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (NT-04 equivilent to GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector creating, establishing and developing technical plans for admiistration of modifications and maintenance projects. Examples of Qualifying Experience include: Experience working on a fleet staff working with Navy Fleet personnel at senior levels, good working knowledge of TEMPALTS, SHIPALTS, Engineering Changes, Software Updates, Knowledge of submarine systems, planning, working independently, supervisor skills, computer operations (Excel, Word, Power Point, etc..), ability to lead work, familiarity with submarine modernization, complex problem solving, able to maintain and manage a multi-million dollar financial budget for the fleet, customer service experience, supervision mentorship, oversight, logistical support, can meet deadlines and implement mitigation plans, and complex problem solving. Problem Solving, time management, communications (oral and written), briefing and giving presentations to high level officials, submarine modernization experience, financial experience with large budgets, problem solving, leadership, able to work independently in a high paced dynamic environment, briefing/presentation skills, knowledge of submarine systems, Computer operations (Excel, Word, Power Point, etc..), logistics support, leadership/supervisory skills, complex problem solving, oral/written communication skills, familiar with military rank structure, process improvement skills, can work without direct supervision, resourceful, and time management. Prior submariner that served in an at sea leadership position Navy Chief (E-7) or above, extensive maintenance planning experience, previous experience with coordinating submarine modernization, submarine shipyard experience/upkeep experience. Maintenance planning/coordination, Problem Solving, time management, communications (oral and written), briefing and giving presentations, submarine modernization experience, financial experience with large budgets, problem solving, leadership, able to work independently in a high paced dynamic environment, knowledge of submarine systems, computer operations (Excel, Word, Power Point, etc..), logistics support, leadership/supervisory skills, problem solving, oral/written communication skills, familiar with military rank structure, process improvement skills, can work without direct supervision, resourceful, and time management. .
