Job summary
This position is located in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), Office of the Executive Director, Executive Secretariat division. The incumbent of this position serves as the Deputy Division Chief in the Executive Secretariat (Deputy ExecSec). The mission of the Executive Secretariat division is to execute and manage OSD ExecSec policies, programs and functions as assigned and on behalf of the Executive Director.
Major duties
This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selection under this appointment authority does not confer civil service competitive status. If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions. For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Serve as a senior program representative, providing administrative and professional level support and advice to the OUSD(I&S) staff in key areas of ongoing official and administrative responsibilities regarding intelligence, counterintelligence, security, law enforcement, and other intelligence-related matters. Serve as a subject matter expert for correspondence management and ensures adherence to updates pertaining to policies and procedures for the preparation and management of correspondence as determined by the OSD Executive Secretariat. Provide broad or specific guidance in the area of correspondence control and project management to a team of contract personnel, in alignment with the ExecSec Division Chief. Draft, update, analyze and evaluate OUSD(I&S)'s correspondence management program. Provide direction and assistance to senior executives, management, and action officers on administrative issues and for the automated systems that support correspondence. Serve as a lead OUSD(I&S) POC for Inspector General (IG) and Government Accountability Office (GAO) actions with oversight of the requests to include reviewing and ensuring proper assignment and timely completion.

The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You may qualify at the GG-14 level, if you fulfill the following qualification requirement: Qualifying experience would be demonstrated by: 1) providing executive-level support to senior leadership on matters pertaining to correspondence and tasker operations; 2.) preparing written and oral products to develop procedures, present briefings and/or to explain complex issues; 3.) performing records management requirements for signature and decision documents; and 4.) conducting editorial reviews of correspondence and/or documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
