The primary purpose of this position is to serve as an acquisition program manager in an assigned project/program that are within available technology and where guidelines are generally available.

Major duties

Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Reviews and directs the progress of contractors in meeting program objectives. Prepares and presents staff studies for presentation to the Program Director and other management officials.

Qualification

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Supports the development and acquisition of upgrades and modifications using program manager/senior program analyst expertise and applying Battle Control Center (BCC) military maintenance and/or aviator experience to plan and organize emerging capabilities with a focus on the requirements process. Directly represents user requirements ensuring that individual requirements are operationally interpreted to meet warfighter needs within allowable funding constraints. Reviews, develops, and evaluates integrated organizational and contingency plans goals and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
