Northrop Grumman Aeronautics Systems has an opening for a Test Engineering Manager 3 - Flight Test Organization (FTO) Aircraft Maintenance to join our team of qualified, diverse individuals within our Test and Evaluation organization. This leadership role is located in Edwards AFB, CA.

The selected senior aircraft maintenance manager will be responsible for all facets of FTO ground operations including leading a team of managers, engineers, and technicians to ensure that all maintenance, modification, and configuration actions are completed to support program goals. This position requires a highly motivated and self-starting individual with relevant ground test operations experience, who will be willing to work additional assignments beyond the defined requirements of this position, if required.

Primary Responsibilities include:

  • Management of staffing, managing assignments, coordinating cost, schedule, and budget with Program leadership

  • Leading a team of Managers that control all assets throughout the required test phases

  • Overseeing test planning efforts and support working groups with all Integrated Product Teams (IPTs) associated with testing

  • Ensuring test article configurations are accurate and coordinate all test modifications

  • Ensuring accurate test article status reporting and provide detailed reports as required to Senior Management

  • Managing organization's test activities and personnel support, prioritize tasks and oversee the strategic long-term planning of test engineering & ground operations

  • Liaising with Functional Homeroom (FHR) and the Government Ground Representative (GGR) as required

  • Identification of all risks, issues, and pressures and develop mitigation and closure plans

  • Securing parts and materials as necessary

This position is located 100% on-site at Edwards AFB, CA.

Basic Qualifications:

  • Must have a Bachelor of Science Degree in a STEM discipline AND 9 years of related experience including a minimum of 7 years of combined aviation maintenance or manufacturing experience, OR a Master's degree in a STEM discipline AND 12 years of related experience including a minimum of 10 years of combined aviation maintenance or manufacturing experience

  • Experience in a system test environment

  • Experience with Earned Value Management (EVM)

  • Must have an active DoD Secret Clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)

  • Must have ability to obtain and maintain Program Access (PAR) within a reasonable period, as determined by the company to meet its business needs.

Preferred Qualifications:

  • Significant experience in a developmental/operational test maintenance environment

  • Experience in a US Air Force Combined Test Force (CTF)

  • Experience leading an aircraft operation under DCMA Instruction 8210 oversight
