SUMMARY

Develops implements, coordinates and supervises multiple planning products on concurrent ship repair availabilities. Establishes work priorities, ensuring products developed by department personnel are accurate, uniform, and on time. Responsible for monitoring adequacy of, and implementing training programs. Develops and maintains performance standards.

ESSENTIAL FUNCTIONS AND DUTIES

  • Supervises the preparation of and/or prepares planning products (production schedules, manpower curves, networks, and other associated reports) for ships in the Repair Department.
  • Supervises schedule development and other planning products technical proposals.
  • Monitors products for support of repair strategy, quality, contractual requirements and department policy. Manages the maintenance of Project Baselines for performance analysis.
  • Supports marketing and proposal efforts in managing the generation of production schedules.
  • Resolve complex planning problems identified by appropriate personnel, including prioritization of conflict resolution.
  • Monitors performance trends.
  • Develop effective training programs for department personnel.
  • Support, plan and implement department product/process improvement initiatives.
  • Acts on the Managers behalf during his/her absence.
    • Development of complex and/or experimental plans and schedules.
    • Planning process analysis directed toward improved department efficiency.
    • Technical conflict resolution between all Engineering, Estimating, Production, and support departments.
    • Use of Computer-based tools to generate comprehensive products.
    • Integration of Engineering, Material, Planning and Production requirements, and initiatives.
    • Development and application of performance measures.
    • Performance trend, budget, and resource capacity analysis including recommendations and implementation plans.
    • Training of subordinate department personnel.
    • Comprehensive expertise in training of department policies and procedures.
    • Expertise in training of Repair Strategy practical applications
    • Excellent communication skills, including ability to produce complex material consisting of qualitative Information, rationales, conclusions, and recommendations for presented material.
    • Interpersonal working relationships with emphasis on cooperation and teamwork. Can recognize the effects of group dynamics and apply techniques to achieve team objectives.
    • Ability to represent the organization concerning all technical issues.

SKILLS AND QUALIFICATIONS

Bachelors degree in related field, or equivalent related experience.

Knowledge of the ship repair market, NASSCOs ship repair processes, Repair planning and production processes and technical proposal development.

In-depth Knowledge of:

    • NAVSEA Standard Item 009-60
    • Blueprint and composite drawing reading.
    • NASSCO Manufacturing Standards.
    • Ship repair and overhaul processes and procedures.
    • Planning, integrated schedule development, and budgeting techniques.
    • Computer applications related to production planning and control.
    • Material procurement processes, material and equipment nomenclature, MMS reports.
    • Labor Management Systems (LMS) and MACPAC/D interface.
    • Performance, data, schedule, and financial analysis.
    • Cost, Schedule and Control Systems (CSCS).
    • NASSCO safety policy.

PHYSICAL DEMANDS

Requires ability to physically commute to various locations in and out of the shipyard including but not limited to shipboard activities. Must be capable of climbing ladders and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must maintain mental alertness and all safety requirements, particularly when transiting in production areas.

While performing the duties of this position, the employee is occasionally exposed to dust, welding/burning fumes, and smoke. Must be able to spend up to 50% of time in an outdoor shipyard environment in all climates. The noise level is usually low to moderate in office environments and moderate to noisy in production environments 70% of the time. Production noise may include sirens, horns, chipping, and hammering.

WORKING RELATIONSHIPS

Reports to the Manager, Repair Planning and Estimating Operations. Interfaces with other Repair supervision, senior management and other departments.

ACCOUNTABILITY

Responsible to the Department Manager for preparation, verification, and distribution of accurate and timely planning products. Responsible for assisting department manager in planning and implementation of policy.


Pay Scale: $110,200 - $142,700


This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
