The Kenjya-Trusant Group, LLC is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations across mission requirements worldwide. This position will initially provide Acquisition & Assistance (A&A) support to USAID/Ukraine assisting with construction and other infrastructure projects
Duties, Responsibilities, and Tasks:
- Provides A&A support to Construction requirements and other Infrastructure requirements
- Serves as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges
- Provides senior level technical guidance & analytical support to USAID Missions on development solutions reflecting strategic priorities
- Coordinates closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists)
- Works directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders
- Works remotely, but collaboratively as a team member
QUALIFICATIONS:
- Education Bachelor's Degree (Master's Degree preferred)
- Certification FAC-C Level 2 (Level 3 preferred)
- U.S, Residency Minimum 3 years Residency in the United States
- Travel Overseas travel short/long durations with 2 to 4 week travel notice. Must be medically fit for overseas deployment
- Experience 10 years
- Candidate has extensive working experience with USAID Missions in A&A
- Extensive working experience in planning, developing, and exercising, construction and other infrastructure A&A requirements
- Highly skilled in negotiation techniques and handling all procurement actions, including Contract Review Board (CRB) actions, and is an innate team leader and active decision maker, with extensive expertise in managing USAID contracts, overseeing local, regional, and international subcontractors and grantees
- Skilled in executing multi-million procurement actions, from the planning to the award stage and has demonstrated experience in conducting training and capacity building of the project staff, beneficiaries, stakeholders on the topics of Contract Administration, Cost Allowability, and IGCEs, among other things
- Broad experience working across USAID development portfolios
- Extensive knowledge of Federal Acquisition Regulation (FAR)/USAID Acquisition Regulation (AIDAR) and uniform administrative requirements for assistance in 2 CFR 200
- Skill in the use of most elements of desktop and cloud-based office productivity software (e.g., word processors, spreadsheets, and presentations) is required
- Ability to work effectively with individuals from diverse backgrounds and perspective
- Ability to work with design team (technical office)
- Ability to work remotely, but collaboratively as a team member
- Have working language proficiency in the country being supported. (Preferred)
