JOB DESCRIPTION:
 
  • The Contractor shall analyze and produce intelligence information:
    • Analyze electromagnetic emissions.
    • Analyze signals and/or cryptographic data.
    • Apply analysis to provide operational context.
  • The Contractor shall gather SIGINT:
    • Calculate signal parameters based on external characteristics through software and hardware tools.
    • Document signals analysis processes and results, ensuring accuracy and use of appropriate procedures and formats. 
    • Identify and correct signal fragmentation as it relates to waveforms, binary streams and packetized data.
    • Identify and measure inter-pulse or intra-pulse modulation techniques.
    • Identify and perform analysis on multiplexed payload streams combined into a transport layer. 
    • Identify systematic and non-systematic convolution codes. 
    • Identify, record, and/or analyze new and modified or unusual signals or signal modes or payloads.
    • Log signals-related information and update files on signal characteristics in knowledge management databases. 
    • Perform bit stream analysis to identify key elements of signal components to include Forward Error Correction (FEC), frame width and randomization. 
    • Perform mathematical calculations, conversions and comparisons as it relates to signals analysis.
    • Perform packet analysis in available packet analysis tools.
    • Perform waveform analysis to identify and extract technical parameters.
    • Survey the radio frequency/cable environment to identify and catalog signals of interest.
  • The Contractor shall use antenna theory:
    • Apply principles, methods, analysis, and applications of radio frequency theory (radio wave propagation, antenna theory, antenna usage).
  • The Contractor shall conduct bitstream analysis:
    •  Analyze binary data streams to identify and extract underlying user data (e.g., analysis of randomization schemes, multiplexing methods, and channelization for deriving intelligence).
  • The Contractor shall understand ELINT:
    • Use principles and methods of analyzing and/or exploiting foreign electronic signals and the associated systems.
  • The Contractor shall conduct exploitation and analysis:
    • Use principles and methods of exploiting global communications, communications systems, electronic signals or equipment.
  • The Contractor shall understand FISINT: 
    • Use principles and methods of analyzing and/or exploiting foreign instrumentation signals and the associated systems.
  • The Contractor shall conduct knowledge discovery:
    • Use the principles, techniques, and procedures associated with transforming signals into usable data for further analysis or follow-on processing.
  •  The Contractor shall use mathematics (e.g., Calculus, Logic, Statistics):
    •  Use techniques, methods, and areas of mathematics such as calculus, discrete mathematics, trigonometry, logic, computation, and statistics.
  • The Contractor shall modulate methods and waveform analysis:
    •  Use the needed key parameters of waveforms to demodulate or characterize communications signals.
    • Transmit, receive, and demodulate communication signals.
  • The Contractor shall conduct protocol analysis:
    • Use analytic tools to interpret protocol characteristics and identify metadata for extraction. 
  • ​​​​​​​The Contractor shall use radar theory: 
    • ​​​​​​​Use radar theory related to ELINT processing and analysis.
  • ​​​​​​​ The Contractor shall understand satellite systems:​​​​​​​
    • Understand satellite systems such as Satellite Communications equipment, telemetry equipment, satellite operations, and satellite communications principles.
  • ​​​​​​​The Contractor shall conduct search and survey:
    • ​​​​​​​Collect, analyze, and/or document signals as part of target discovery and development.
    • Use signal environments, Area of Responsibility communications, and appropriate equipment for optimal search or survey. 
  • ​​​​​​​The Contractor shall use signal processing mathematics:
    • ​​​​​​​ Analyze or modify analog or digital signals.
  • ​​​​​​​The Contractor shall use signal theory:
    • ​​​​​​​Be familiar with principles, methods and applications of radio frequency signal theory (radio wave propagation, antenna theory).
ADDITIONAL REQUIRED TASKS:
  • The Contractor shall analyze and produce intelligence information:
    •  Use critical thinking and reasoning to make analytic determinations.
    • Critically evaluate and select the appropriate formal methods of analysis.
    • Select, build, and develop query strategies against appropriate collection databases.
    • Evaluate information for accuracy, quality, completeness, relevancy and timeliness.
    • Identify and evaluate assumptions underlying information or data.
    • Identify relationships, trends, and patterns in, or draw conclusions from, information.
    • Merge information gathered from different authorities.
    • Monitor open and classified sources for useful information.
    • Use knowledge of customer requirements to analyze and process intelligence information.
    • Identify and analyze anomalous data (including metadata).
    • Conduct, evaluate or participate in research.
    • Be aware of intelligence reporting policies and procedures, such as dissemination practices, and legal authorities and restrictions.
    • Provide feedback to tool developers.
  • The Contractor shall create and maintain documentation of their analysis, tradecraft, research and knowledge.
  • The Contractor shall follow oversight and compliance:
    • ​​​​​​​ Comply with legal and regulatory policies and procedures required for the selector targeting, collection, processing, retention, and dissemination of information.
  • The Contractor shall use NSA/CSS Mission/Policies/Directives:
    • Apply NSA/CSS policies and directives.
  • The Contractor shall use information security:
    • Apply policies, procedures, and requirements for ensuring information security.
  • The Contractor shall acquire/share job knowledge/skill:
    • ​​​​​​​Learn and apply new technologies and work processes.
  • ​​​​​​​The Contractor shall train government and other Contractor personnel:
    • Provide formal and informal analysis tradecraft training in all forms including on- the-job training, creation of video training artifacts, conducting formal and informal training in physical or virtual classroom settings.
  • The Contractor shall work with others:
    • ​​​​​​​Provide customer service.
    • Provide timely and accurate responses to requests for assistance, information, products, or services.
    • Work with others across analysis disciplines in order to produce the best possible results.
QUALIFICATIONS:
  • All experience and education must be in a technical field directly related to the labor category and all degrees will be from accredited colleges or universities
  • Level 2
    • Five (5) years minimum experience and a Bachelor's Degree
    • Three (3) years minimum experience and a Master's Degree
    • Two (2) years minimum experience and a Doctorate Degree
    • Seven (7) years minimum experience and an Associate Degree
    • ​​​​​​​Nine+ (9+) years of experience and a High School Diploma:
      • Background knowledge and experience in SIGINT sub-disciplines: COMINT (Communication Externals/COMEXT), ELINT, and Network/Protocol analysis.
      • Network/Protocol analysis.
      • Familiar with modern RF and communication technologies
      • Familiar with discovery mission and techniques
      • Familiar with collection and tasking flow
      • Proficient in software tools: SEDB, THRESHER, WIRESHARK...
      • Experience in working in collaborative environment with various external partners
      • Background in tradecraft and analytic development
