About U.S. Army Military Surface Deployment and Distribution Command

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.

Job summary

About the Position: Serves as a Senior Program Analyst with some Administrative Officer duties in support of the Military Surface Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA) and the Joint Distribution Process Analysis Center (JDPAC). Responsible for interpreting, implementing, and managing contract and procurement activities.

Major duties

Approve Agency office supply purchases, ensuring accuracy of monthly billing statements. Prepare, coordinate and maintains oversight of annual Agency budget, ensuring Agency has adequate resources to support its mission. Reviews and analyzes cost accumulations, budget estimates, monthly costs, and obligation reports for identified programs. Coordinate/submit purchase requests/military interdepartmental purchase requests (MIPRs). Coordinate with Agency functional managers to program adequate resources for contract requirements. Coordinate with Agency functional managers in the development of contract requirements and strategy. Approve/accept invoices for services rendered. Provides programmatic reports, justifications, charts, graphs, statistical and narrative date, etc, for presentation and briefings up to higher level officials. Provide Defense Transportation System (DTS) functional support, review authorizations and vouchers, provide instruction for DTS usage, and disseminate new information/instructions to employees. Provide administrative support to include managing and maintaining executive calendars and tracking internal and external taskings

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
