Job summary

The Under Secretary of Defense (Comptroller) (USD(C))/Chief Financial Officer (CFO) is responsible for carrying out the functions assigned by Title 10, United States Code, section 135, Public Law 81-126, PL 101-576, "Chief Financial Officers Act of 1990." The USD(C) is responsible for ensuring the utmost economy and efficiency is applied to the programs of the Department through sound business management and fiscal planning and control and for reliable, timely financial information and data.

Incumbents typical work assignments may include the following: Establishes the overall strategy and framework for collecting, analyzing, and reporting audit budget costs for the DCFO Leads and represents the ODCFO in the implementation of DoD financial management, business and financial system and process solutions, to include improved efficiencies through the use of advanced technology. Promotes and facilitates improvements to financial management processes, systems, and organization to improve financial management and the auditability of Department of Defense Component Financial Statements; conducts evaluations of DoD-wide issues to support management decision making Represents the Department in areas of responsibility and expertise at meetings and study groups conducted by other federal agencies and private sector organizations; identifies the need for and participates in projects and initiatives and performs special assignments. Provides direction to a professional staff with full supervision and management authority for long-range planning, goal setting, and evaluation of the staff.

Qualification

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability: 1) Directing transformational integration and coordination of business and financial systems and processes; 2) Experience leveraging technology and data to lead the development and implementation of business analytics strategy to digitally enhance mission effectiveness; 3) Ability to accept broad guidance and provide specific recommendations for operation and program compliance, integration, effectiveness and efficiency; 4) Oversee contract performance to ensure work meets standards and authorization of payment; and 5)Plans and schedules assigned work of subordinates. . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
